Andy Ozment has worked in technology risk and cybersecurity in the government, academia, and the private sector. He has been an operator, technologist, policymaker, and executive. Andy is currently the Chief Technology Risk Officer at Capital One. He has previously been a partner and Chief Information Security Officer (CISO) at Goldman Sachs. He also served as Assistant Secretary for Cybersecurity at the Department of Homeland Security (DHS) and the deputy cyber czar at the Obama White House. Prior to joining the government, Andy researched the economics of computer security and security usability at MIT Lincoln Laboratory. While on a Marshall Scholarship, he earned a computer science PhD from the University of Cambridge and a master's in international relations from the LSE. Andy earned a bachelor's in computer science from Georgia Tech.

Dr. Andy Ozment was the Assistant Secretary for Cybersecurity & Communications (CS&C) at the Department of Homeland Security (DHS). In this role, Andy led over 600 federal employees with a $900 million budget to enhance the security, resilience, and reliability of the US’ industry and critical infrastructure. CS&C works to protect the federal “.gov” domain of civilian government networks and to collaborate with the private sector—the “.com” domain—to increase the security of private industry. CS&C includes the National Cybersecurity and Communications Integration Center (NCCIC), which serves as a 24/7 incident response and management center for US cyberspace and communications.

Prior to this position, Andy has worked on cybersecurity as a programmer, operator, researcher, policymaker, and executive. He previously served at the White House as the President’s Senior Director for Cybersecurity and one of two deputies to the Cybersecurity Coordinator. There, he led a team of individuals who developed national policy and coordinated federal cybersecurity efforts in the areas of critical infrastructure protection, legislation, executive branch security, privacy and civil liberties, information sharing, and incident response.

While at the White House, Andy led the development and the implementation of the President’s Executive Order 13636 on Improving Critical Infrastructure Cybersecurity, which led to the widely praised NIST Cybersecurity Framework and resulted in a significant increase in threat information sharing. In addition, Andy led the development of the National Strategy for Trusted Identities in Cyberspace (NSTIC).

Andy has previously worked at the Office of the Secretary of Defense, National Security Agency, MIT Lincoln Laboratory, Merrill Lynch, and Nortel Networks. He has a PhD in computer science from the University of Cambridge, an MS in international relations from the London School of Economics, and BS in computer science from Georgia Tech.
