David Monsma is executive director of the Aspen Institute’s Energy and Environment Program. He previously taught law and ethics at Loyola University in Maryland and served as director of business and environment at Business for Social Responsibility. During the Clinton administration, Monsma was the environmental management task force coordinator for the President’s Council on Sustainable Development and, prior to that, led a toxics-use reduction and citizens’ suit enforcement campaign in Maryland for the Environmental Action Foundation. He began his legal career as a program attorney in the Office of Toxic Substances at Environmental Protection Agency headquarters.
