Dr. David J. Shulkin is a physician and former government official who notably served as the ninth United States Secretary of Veterans Affairs from 2017 to 2018. He was appointed by President-elect Donald Trump, marking Dr. Shulkin as the first non-veteran to hold the position. Before his time as Secretary, Dr. Shulkin had been nominated by President Obama to serve as Under Secretary for Veterans Affairs for Health from 2015 to 2017. He was confirmed twice unanimously by the US Senate.

As Secretary, Dr. Shulkin was responsible for the nation’s largest integrated healthcare system, overseeing more than 350,000 employees and 1,700 facilities. He aimed to increase reliance on private health care for routine procedures and successfully implemented the public posting of quality data and wait times for every VA hospital and clinic.

Prior to his governmental roles, Dr. Shulkin was a widely respected healthcare executive who held positions such as President and CEO of Beth Israel Medical Center and Morristown Medical Center, both in New York City. He also founded and served as Chairman and CEO of DoctorQuality, a consumer-oriented information service. After leaving the government, he held academic roles at various institutions, including the University of Pennsylvania Leonard Davis Institute and Drexel University College of Medicine.

Dr. Shulkin has contributed greatly to medical literature, having written several peer-reviewed journal articles and professional publications. He authored two books, "Questions Patients Need to Ask: Getting the Best Healthcare" in 2008 and "It Shouldn't Be This Hard to Serve Your Country: Our Broken Government and the Plight of Veterans" in 2019. Dr. Shulkin has been named one of the country's top healthcare leaders by Modern Healthcare.
