Dr. Bilyana Lilly is a leader on cybersecurity and information warfare with over fifteen years of managerial, technical and research experience. Dr. Lilly helps boards and senior executives to make strategic decisions while accounting for evolving cyber and geopolitical risk. Dr. Lilly is the chair of the democratic resilience track at the Warsaw Security Forum where she is shaping the cybersecurity agenda of the Forum.

Previously, Dr. Lilly was a Cybersecurity Manager at Deloitte Touche Tohmatsu Limited where she managed ransomware and cyber risk assessments for Deloitte’s clients and briefed CEOs and CISOs in the financial, technology and telecommunications industry, leveraging a proprietary ransomware assessment framework that she helped to develop; she managed between 4 and 20 employees per engagement and typically led several engagements simultaneously. Dr. Lilly has previously worked at the United Nations, the RAND Corporation and the Brookings Institution. She has been denounced by the Russian Ministry of Foreign Affairs.

She is a mentor and speaker at DefCon, CyCon, the Executive Women’s Forum and the Warsaw Security Forum. She has a PhD and three master’s degrees, including a master’s degree from Oxford University (distinction).
