Elinore McCance-Katz is the current Assistant Secretary of Health and Human Services for Mental Health and Substance Use. She was appointed to this role in September of 2017. Prior to this, she was the chief medical officer for the Rhode Island Department of Behavioral Healthcare, Developmental Disabilities, and Hospitals. She also was a professor at the Alpert Medical School at Brown University.

From 2013 to 2015, McCance-Kate served as the first chief medical officer for the Substance Abuse and Mental Health Services Administration. She was also the medical director for the California Department of Alcohol and Drug Programs. In addition to teaching at Brown University, McCance-Katz taught at Yale University, the University of Texas, the Albert Einstein College of Medicine, Virginia Commonwealth University, and the University of California San Francisco.

McCance-Katz graduated from Eastern Connecticut State University and received her M.Phil and Ph.D from Yale University.
