Fran Pavley        

Democratic politician who currently represents Senate District 23, including portions of Los Angeles and Ventura Counties in the California Legislature.

Senator Fran Pavley is a native Angeleno who grew up in Sherman Oaks. She has spent her lifetime living and working in Los Angeles and Ventura Counties as a parent, an educator, a community leader, a mayor, and a councilmember, as well as a state legislator. She lives with her husband Andy, a veteran and life-long teacher, in Agoura Hills where they have raised two children and four guide dogs.

She received her Master’s Degree in Environmental Planning at CSU Northridge; taught middle school for 28 years; and completed her teaching career in Moorpark. Senator Pavley has been actively engaged in many community activities. In 1982, she was elected as the first mayor of the City of Agoura Hills, where she served four terms as the mayor and as a councilmember (1982-1997). She was elected to the State Assembly in 2000, where she served three terms. In 2008, Senator Pavley was elected to the California Senate where she represents approximately 931,000 people in the 23rd district which includes parts of Los Angeles and Ventura Counties.

Some of Senator Pavley’s legislative victories in the Senate include laws stiffening penalties for mortgage fraud; banning cadmium and lead in children’s jewelry; and promoting economic development through creating new clean-energy jobs. She also worked with Los Angeles business leaders and community leaders to speed approval for the construction of a downtown Los Angeles convention center and sports stadium, which will create new jobs without sacrificing environmental protections.

Senator Pavley’s top priorities include the economy, education, water, transportation, energy, and the environment. She has been fighting for public safety reforms on issues including elder abuse, sexual predators, and domestic violence. In addition, she is a passionate supporter of programs that assist families with disabled children. Senator Pavley has also authored a new law to improve California’s business climate by implementing regulatory reform that requires agencies to assess the economic impacts and benefits of regulations more rigorously before they are adopted.

Senator Pavley currently serves as chair of the Senate Natural Resources and Water Committee. She also serves as a member of the Energy, Utilities and Communications Committee; the Transportation and Housing Committee; and the Environmental Quality Committee. She also serves on the Senate Select Committee on Autism (ASD) & Related Disorders.

Throughout her public service, Senator Pavley has worked hard to preserve and enhance the unique quality of life we enjoy in Ventura and Los Angeles Counties. She is passionately committed to continuing her lifelong calling of service to her community.

Senator Pavley is extremely responsive to her constituents’ needs, and is involved with many community projects.

• She was instrumental in the successful acquisition of Ahmanson Ranch in Eastern Ventura County and King Gillette Ranch in Los Angeles County. She also helped the City of Malibu acquire and develop Legacy Park and Bluffs Park.

• For nearly 30 years, Senator Pavley has worked with the Santa Monica Mountains Conservancy to acquire and protect open space, develop trails, and attain public access to lands throughout Los Angeles and Ventura Counties.

• She has advocated for many local transportation projects, including the construction of the Orange Line busway; securing funds for the traffic signals in the San Fernando Valley; heading the Pacific Coast Highway Task Force; and working with the CHP to coordinate funding to reduce DUIs on Highway 101.

• Senator Pavley has created the Valley Advisory Council, comprised of business and community leaders from the San Fernando Valley, which meets regularly on issues affecting the Valley.

• She is actively organizing community support to keep Los Encinos State Park open since the state budget has called for the closure of many parks throughout California.

• Senator Pavley is leading the state efforts to secure funding for revitalizing the Los Angeles River through the San Fernando Valley.

Prior to her service in the Senate, Senator Pavley served three terms in the State Assembly where she authored a variety of reforms for the benefit of Californians. Some examples include establishing a property tax postponement program for seniors and the disabled; protecting consumers from identity theft on credit applications; protecting children in licensed child care facilities; and ensuring the prosecution of child sexual abuse cases.

Senator Pavley is known as an effective legislator and is the author of several landmark laws, including AB 1493 (California’s Clean Car Law) and AB 32 (California’s Clean Energy Law) which have become models for other states and nations. In 2010, the President implemented national clean car regulations modeled after AB 1493, now known as the “Pavley Law.” During a special ceremony in the White House Rose Garden, the President personally thanked Senator Pavley for her work.

Today, because of Senator Pavley’s leadership, both the U.S. and Canada have adopted laws that have led to the manufacture of cleaner cars, better gas mileage, a resurgence of the American automobile industry, and the reduction of dependence on foreign oil.

AB 32, California’s Clean Energy Law, has created a market for renewable energy, clean technologies, energy efficient appliances and buildings, and alternative fuels. Since AB 32’s passage, California has received over $155 billion for investment in developing clean technologies; and this investment has created thousands of new jobs.
