Heather Roff is a senior research fellow in the Politics and International Relations Department at University of Oxford, research scientist at Arizona State University’s Global Security Initiative, associate research fellow at University of Cambridge’s Leverhulme Centre for the Future of Intelligence, and a research fellow at New America in the Cybersecurity Initiative and Future of War Project. She is working on projects related to the ethics of artificial intelligence for Google Deepmind. Roff, who has provided expert testimony on autonomous weapons to the UN and other agencies, authored Global Justice, Kant and the Responsibility to Protect, as well as numerous scholarly articles and pieces for popular media.

Heather Roff's research interests pertain to international ethics, security, and emerging military technology, particularly cyber warfare, lethal autonomous weapons, and unmanned systems. She is also interested in the Responsibility to Protect doctrine, international humanitarian law, and the philosophy of Immanuel Kant. She is a senior research fellow in the department of politics and international relations at the University of Oxford and a research scientist in the global security initiative at Arizona State University.
