AI Policy Expert; Director of Strategy & Foundational Research Grants at the Center for Security & Emerging Technology

Helen Toner is an artificial intelligence (AI) policy expert and Director of Strategy and Foundational Research Grants at Georgetown University's Center for Security and Emerging Technology (CSET), where she helps government policymakers better understand AI and other technologies. She previously worked as a senior research analyst at Open Philanthropy, advising policymakers and grantmakers on AI policy and strategy. Before joining CSET, Toner lived in Beijing for nine months, studying the Chinese AI ecosystem as a Research Affiliate of Oxford University’s Center for the Governance of AI.

Toner has briefed senior officials across the U.S. government, testified before the U.S.-China Economic and Security Review Commission, and written for publications including Foreign Affairs and TIME on the national security implications of AI and machine learning. She is a graduate of the University of Melbourne.
