J. Christopher Daniel  

Senior Associate (Consultant), Global Health Policy Center

J. Christopher Daniel is a senior associate with the CSIS Global Health Policy Center, where he focuses on the intersection of global health and security, including health diplomacy. A retired U.S. Navy captain with extensive interagency and international senior leadership experience, Dr. Daniel was the first naval officer to serve as deputy commander of the U.S. Army Medical Research and Materiel Command (USAMRMC), which conducts innovative and lifesaving research, development, and acquisition to deliver, distribute, and maintain medical information, products, supplies, and equipment to the U.S. military community, most of which also benefits citizens throughout the world. During his three years there, he led efforts to strengthen the command’s relationships with industry and with the numerous academic, interagency, and international partners who collaborate with USAMRMC’s over 6,000-person global workforce to perform its critical mission, and he spearheaded numerous performance improvement initiatives to resolve longstanding acquisition process challenges, resulting in millions of dollars of increased productivity. As commanding officer of the Naval Medical Research Center, Dr. Daniel led Navy Medicine’s global enterprise of laboratories in Egypt, Peru, Indonesia, Ghana, Cambodia, and the United States to enhance the health, safety, readiness, and performance of U.S. Navy and Marine Corps personnel. Earlier assignments included 2 years as commanding officer of the Naval Submarine Medical Research Laboratory and 10 years of overseas tours in the Philippines, Sicily, and Indonesia.

A family and adolescent medicine physician and flight surgeon, Dr. Daniel is a fellow of the American Academy of Family Physicians. He has written on traumatic brain injury and infectious diseases and on his commands’ contributions to military health and readiness. A graduate of Princeton University and Jefferson Medical College, Dr. Daniel also earned a graduate certificate in the business of medicine from Johns Hopkins University and an M.B.A. from Yale University as a charter member of its Leadership in Healthcare Program.
