Commissioner, City of Atlanta Watershed Management

Commissioner Powell was appointed by Mayor Kasim Reed in June 2016; bringing expertise in sustainable infrastructure management and utility operations, she has worked in both the public and private sectors to successfully serve municipalities across the United States and London, England.

Since her appointment, she has worked to set the strategic direction of the Department of Watershed Management, including a focus on infrastructure reliability and financial resilience. Under her leadership as a designated Global Water Leader, the Department was recently recognized in the inaugural class of Leading Utilities of the World during the Global Water Summit in Madrid, Spain in April 2017.

Her water industry leadership roles include her service on the Board of Directors for the National Association of Clean Water Agencies, the Governing Board of the Metropolitan North Georgia Water Planning District on behalf of Mayor Kasim Reed, the management committee for the US Water Alliance’s Value of Water Campaign and a member of the Water Agency Leaders Alliance; a group of 17 water utility executives working to address water sector equity issues nationally.

Commissioner Powell is a Professional Engineer as well as a certified Collection System Operator. Throughout her career, she has maintained a strong sense of ethics and has distinguished herself as a leader, blending global reach, local knowledge, strategic thinking, and technical excellence to deliver solutions that create, enhance and sustain the built, natural and social environments.
