Kwangmook Kim  

Visiting Fellow, Korea Chair

Kwangmook Kim began his fellowship with the Office of the Korea Chair at CSIS in August 2012. He is staff director of the Strategy and Finance Committee (in charge of tax laws and the National Tax Service) for the South Korean National Assembly, a post he has held since 2009. He also serves as international affairs director of the Korea Public Law Association. He has held a number of posts with the National Assembly Secretariat, serving as vice director general of the Inter-Parliamentary Affairs Bureau from 2007, chief of the Protocol Division from 2004, and chief of the Financial Legislation Division since 2000. In addition to his other posts with the National Assembly, he serves as chairman of the Forum on German Language and Culture and was a member of the Advisory Panel for Financial Legislation Research of the Korea Legislation Research Institute in 2004.

Over the course of his career, Mr. Kim has received numerous awards, including the National Service Merit Medal from the president of the Republic of Korea, a commendation from the speaker of the National Assembly, a commendation from the minister of strategy and finance, a commendation from the commissioner of the National Tax Service, and a U.S. Army Achievement Medal from the secretary of the army. Mr. Kim completed his doctorate at the Graduate School of Law at Seoul National University, where he majored in administrative law in 2001. In 2008, he completed a global leadership course at the Institute of Foreign Affairs and National Security, affiliated with the Ministry of Foreign Affairs and Trade. He received his master’s degree in 1998 from the Graduate School of Law at Seoul National University and his bachelor’s degree in English literature from the Sogang University in 1990.
