Mark J. Miller is a Professor of Political Science at the University of Delaware. He has traveled and studied widely in Western Europe and has written extensively on European labor, migration, and nationality concerns.
This study is based on Miller's 1985 assessment of employer sanctions in Europe for the German Marshall Fund of the United States. Miller is co-editor of the book, The Unavoidable Issue: U.S. Immigration Policy in the 1980s, published in 1983.
