Mr. Joost Hiltermann  

Deputy Middle East and North Africa Program Director, International Crisis Group

Joost Hiltermann is Deputy Middle East and North Africa Program Director of the International Crisis Group, an independent organization dedicated to conflict prevention. In this capacity he helps coordinate the organization’s research in the region, with a particular emphasis on Iraq and the Gulf.

His own research focuses on Iraq’s political and constitutional developments, the Kurdish question, and political trends in the region. He has also conducted research on Bahrain and Yemen’s Saada conflict.

He is a regular contributor toThe NewYork Review of Books,appears frequently on NPR,the BBC, Aljazeera, CNN, and other outlets, and is often quoted in The New York Times and other major newspapers and wire services.

In 2008-2009, he was a UN consultant on the issue of Iraq’s disputed territories, and he has been a consultant on Kirkuk to both the Friedrich Naumann Foundation and the Dialogue Advisory Group.

In 1994-2002,he served as the Executive Director of Human RightsWatch’sArms Division,managing research and advocacy on weapon systems, arms transfers and laws-of-war violations. In 1984-1990 he worked for the Palestinian human rights organization Al-Haq in Ramallah.

He has authored two books:A PoisonousAffair:America,Iraq,and the Gassing of Halabja (Cambridge, 2007), and Behind the Intifada: Labor and Women’s Movements in the Occupied Territories (Princeton, 1991.) He holds a PhD in Sociology from the University of California, Santa Cruz.
