Phd. Prof. Nasty Marian Vladoiu is a widely recognized expert in law and author of various monographs, articles and studies in law. Currently, he operates in the Chambers of Commerce system, where he acts as a leader of several international and national NGOs. Starting with 2006, Phd. Prof. Vladoiu has acted as the President of the Bilateral Chamber of Commerce Romania-Great Britain, the President of the Bilateral Chamber of Commerce Romania-Israel, the Prime Vice President of the Union of Bilateral Chambers of Commerce of Romania. In 2010 Phd. Prof. Nasty Marian Vladoiu was elected the President of Bilateral Chamber of Commerce Romania-Ukraine and since May 2012 is the President of the Union of Bilateral Chambers of Commerce from Romania. In 2012 at the International Conference of the Bi-National Chambers of​ Commerce hold in Israel, Tel Aviv, Prof. Vladoiu launched the idea of having an international organization fostering the worldwide bilateral chambers of commerce and industry, idea that was welcomed by those who are now forming The International Union of Bilateral Chamber of Commerce and Industry, entity legally established in United States in January 2014. Phd. Prof. Vladoiu was elected by the Board of Directors to be also the Chairman of the International Union of Bilateral Chambers of Commerce and Industry. To promote and defend the interests of worldwide investors, PhD. Prof. Nasty Marian Vladoiu has established in 2014, in United States, the entity of International Ombudsman for Investors Corporation.

Economic Diplonomie

According to PhD. Prof. Nasty Vladoiu, the semantics of the word "diplonomie" is very interesting and capable of multiple application in various fields. Thus, the word "diplonomie" was formed by joining the element of "diplo", meaning "double", "two", with the element of "nomie", coming from Latin and meaning "leadership", "administration", "governance", "rational distribution" or even sometimes "rule or law".

" In this sense, we can speak about a semantics like "double governance", "dual administration", "double rational distribution", "double rule of law", trying thus to define the concept of Economic Diplonomie both in terms of national economic interest of each country, and also from the bilateral perspective, where the interest is common and complementary. "

This common and complementary interest should form the basis of commercial relations and "Economic Diplonomie" represents thereby the future of bilateral relations, in the opinion of PhD. Prof. Nasty Vladoiu.

When it comes about the objective of defining and implementing this new concept, Mr. Vladoiu believes that:

" The practical interest for us is the analysis of redirecting and focusing the international diplomatic activity, which received reorientation impulses on economic issues. The worldwide diplomatic missions have taken tasks in terms of identification, configuration and exploitation of the strengths in the economic interest of the represented states.

Thus being said, we can assert without fear of being mistaken, that Economic Diplonomie took the lead in accredited diplomatic missions as an activity of special importance. Nevertheless, it may be wondered if at this moment, the Economic Diplonomie is an exclusive attribute of accredited diplomatic missions or are there also other entities with the same powers in a society such as, the chambers of commerce or some specialized national agencies.

The answer is quite easy: the Economic Diplonomie activity involves also other several specialists from various fields, who prepare actually what will the economic diplomat present and sustain before the representatives of other states. From this perspective, another legitimate question arises- whether this activity of identification and configuration of the economic interest can be called also Economic Diplonomie, the answer being that, between the two activities with the same purpose - diplomats presenting the country offer and promoting a common interest - there can be only a close link.

The promotion of bilateral economic interest of a state to another should be conducted considering the common economic and complementary interests, in order to create a true "win-win situation." Considering that bilateral economic diplomacy is the key to success in a globalized world economy, we believe that in a dual relational system there is a need to have clear rules able to meet the bilateral economic interest and then to ease the double governance, double administration, double rational distribution etc."

Thus being said, Mr. Vladoiu concluded by expressing what is the Bi-national economic interest, in terms of Economic Diplonomie:

"The Bi-national economic interest is built through rules, norms, laws adopted by mutual agreement and able to satisfy a common and complementary economic interest. We are confident in the theory that in a "business" must win both sides, and because all this primary activity establishing the common and complementary economic interest, supported subsequently by practice of economic diplomacy, must have a name, I choose it to be - Economic Diplonomie.

In conclusion, we can broadly define Economic Diplonomie as the activity involving specialized operations conducted bilaterally with the aim of identifying and configuring the common and complementary economic interest - interest that can be achieved with support offered by the perspective of dual governance, dual administration, double responsible distribution processes - , and which has as purpose tightening the bilateral economic relations and promoting sustained economic development, by meeting on a long-term the national economic interest of each state.
