Niel Harper

Niel Harper is an ICT4D evangelist, online learning strategist, IT governance consultant and cybersecurity expert. He has a reputation as a change agent, capable of formulating and executing transformational data-centric strategies that drive organizational growth, competitiveness advantage, and cost efficiencies.

Niel completed his undergraduate studies in Business Information Systems at Algonquin College of Applied Arts & Technology. He also holds a Post Graduate Diploma in Telecoms Regulation and Policy from the University of the West Indies, and a MBA in Quality Management from the University of Leicester. He is an UNESCO scholarship awardee (2007) and an European Development Fund/ACP scholarship awardee (2010), completing his studies in the areas of Internet governance & policy, e-government and health informatics.

Niel has been selected as an Internet Society Next Generation Leader and is a Fellow of the British Computer Society (2010), Fellow to the American Registry for Internet Numbers (2010), and Fellow to the OECD Technology Foresight Forum (2011). He is an Incorporated Engineer (IEng) registered with the UK Engineering Council, and also holds a number of industry certifications in IT auditing, information security and business continuity management.

Niel is currently the Senior Manager, Next Generation Leaders Programmes at the Internet Society, where his global work is focused on thought leadership, strategic planning, and programme management in the areas of Internet governance, capacity building (including online education), cybersecurity, IT governance, and telecoms regulation & policy. He has previously worked for and with organizations such as CIBC, Cable & Wireless, AT&T, Internet Governance Forum, World Bank, UNDP and the OECD.
