Patrick McCoy is the Director of Finance at the Metropolitan Transportation Authority (MTA) in New York. Mr. McCoy returned to this position that he previously held in August 2008, after serving as the Executive Director of the New York City Municipal Water Finance Authority, a public benefit corporation of the City of New York that provides capital financing for the City’s water and sewer system. Pat was Executive Director of New York Water from January 2007 through August 2008. He was originally appointed to the role of Director of Finance at MTA in April 2004 after serving as Deputy Director beginning in June of 2002. While at the MTA, Pat has directed the issuance of over $10 billion in long-term debt under the Authority’s multi credit borrowing structure. Mr. McCoy also negotiated over $4 billion in derivative instruments in managing the MTA’s debt portfolio, currently over $26 billion. Mr. McCoy also serves as a member on the MTA’s defined pension Board. Prior to joining the MTA, Pat was the Manager of Investor Relations for the NewPower Company, a publicly traded retail energy provider headquartered in Purchase, New York. Mr. McCoy was involved in NewPower’s initial public offering and listing on the New York Stock Exchange. Prior to NewPower, he was a member of the Financial Communications group of Fleishman-Hillard, a global public relations firm. Throughout the 1990’s, Mr. McCoy worked for the City of New York’s Office of Management and Budget, first as a senior budget analyst in the Community Development unit, and later as the Manager of Investor Relations for the New York City Municipal Water Finance Authority, the Transitional Finance Authority (TFA) and TSASC, Inc. (Tobacco Securitization). Mr. McCoy developed the Water Authority investor relations program and coordinated all investor outreach on behalf of the Authority as well as for TFA and TSASC, Inc. Mr. McCoy is a member of the Government Finance Officer’s Association (GFOA) of the United States and Canada and serves on GFOA’s Committee on Governmental Debt Management. Pat also serves on the Board of Directors of the Westchester County Health Care Corporation as an ex-officio member. Pat holds a M.S. Degree in Urban Policy Analysis and Management from the New School University in New York, and a B.A. from St. Ambrose University in Davenport, Iowa.
