Former World Bank President, US Deputy Secretary of Defense, Chairman of ISAB

Paul Wolfowitz is a foreign and security policy expert, known for his role as the former President of the World Bank and former US Deputy Secretary of Defense. Throughout his more than three decades in government service, serving under seven US presidents, he has focused on promoting democracy and US strategic national security interests. His extensive practical experience in the developing world, particularly in the Middle East, Asia, and Africa, positions him as a global strategist with insights into emerging international markets.

As President of the World Bank from 2005 to 2007, Wolfowitz emphasized improving living standards in Sub-Saharan Africa and combating global corruption. He implemented measures to reduce opportunities and incentives for corruption while determining financing and support for global projects.

Wolfowitz's government service includes a tenure as the US Ambassador to Indonesia, where he advocated for reform and political openness. During his leadership, the US embassy in Jakarta was recognized as one of the best-managed US diplomatic missions globally. He also served as head of the US State Department’s Policy Planning Office and as Assistant Secretary of State for East Asia and Pacific Affairs, where he worked directly with the leaders of over 20 countries. His efforts supported the peaceful transition to democracy in the Philippines and the strengthening of US relations with China, Japan, and Korea, including the democratic transition in Korea.

In his defense roles, including as Deputy Secretary of Defense under President George W. Bush from 2001 to 2005, Wolfowitz oversaw the budget process and developed policy responses to the September 11, 2001 terrorist attacks. He played a key role in the planning and fundraising for the successful liberation of Kuwait, raising $50 billion in multilateral support, and collaborated on the U.S. administration’s nuclear arms reduction initiative in 1991.

Wolfowitz has also been influential in academia as Dean and Professor of International Relations at the Paul H. Nitze School of Advanced International Studies of The Johns Hopkins University and has taught political science at Yale University. He writes extensively on foreign policy, diplomacy, and national security.

Currently, Wolfowitz is the Chairman of the U.S. State Department’s International Security Advisory Board (ISAB), providing advice on arms control, disarmament, international security, and related aspects of public diplomacy. He is also a Visiting Scholar at the American Enterprise Institute and the Chairman of the U.S.-Taiwan Business Council, continuing to influence U.S. foreign policy and international relations.
