J.Z. Liang Chair, Georgia Institute of Technology & Privacy Senior Counsel, Alston & Bird

Peter P. Swire is the J.Z. Liang Chair in the School of Cybersecurity and Privacy at the Georgia Institute of Technology, and also a Professor of Law and Ethics in the Scheller College of Business. He has appointments with the School of Public Policy and is recognized as an international expert in privacy law. Swire also serves as a senior fellow at the Future of Privacy Forum and the National Academies of Science and Engineering Forum on Cyber Resilience. In addition to these roles, he is currently a senior counsel at Alston & Bird, focusing on their privacy & data security practice.

Previously, during the Clinton administration, Swire held the position of Chief Counselor for Privacy in the Office of Management and Budget, playing a key role in shaping the Health Insurance Portability and Accountability Act Privacy Rule. He was also appointed by President Obama as one of five members of the Director of National Intelligence Review Group on Intelligence and Communications Technologies in 2013. Furthermore, Swire served as a co-chair of the Tracking Protection Working Group of the World Wide Web Consortium (W3C) in 2012.

Swire’s achievements have been recognized by prestigious institutions. He was named an Andrew Carnegie Fellow by the Carnegie Corporation of New York in 2018, and has also received the International Association of Privacy Professionals Privacy Leadership Award. His expertise has seen him testify before the Senate Judiciary Committee on the improper use of National Security Letters by the FBI and be interviewed by PBS FRONTLINE. Swire holds an A.B. degree from Princeton University and earned his law degree from Yale Law School. He has also taught at the University of Virginia School of Law, Ohio State University, and the Georgia Institute of Technology.
