Rachel Sheffield focuses on policy issues related to welfare, marriage and family, and education as research assistant in the DeVos Center for Religion & Civil Society at The Heritage Foundation. Sheffield writes or contributes to posts by DeVos staff to The Foundry, Heritage’s rapid-response policy blog, where her work has been picked up by such sites as The Daily Caller, Townhall.com and National Review Online. She was a co-author, with Heritage’s Robert Rector and Kiki Bradley, of a 2009 special report on the need for further welfare reform, Obama to Spend $10.3 Trillion on Welfare: Uncovering the Full Cost of Means-Tested Welfare or Aid to the Poor. The report and its findings were cited by The Washington Times, among other major newspapers, and by commentary sites such as National Review Online. Sheffield received both her bachelor’s and master’s degrees in marriage, family and human development from Brigham Young University in Provo, Utah. While a student, she worked as a research assistant for the university’s National Healthy Marriage Resource Center. Sheffield also interned at the Administration for Children and Families in the U.S. Department of Health and Human Services.
