Raul Gulmammadov is an Azerbaijani national who was born in Latvia. His family relocated to Azerbaijan and he studied for his BA in International Relations at the Academy of Public Administration in Azerbaijan and then went on to complete his MA degree in International Politics at the University of Manchester in the United Kingdom.

He started his career at the United Nations Headquarters in Azerbaijan and continued as a General Manager of the largest environmental organisation in the Caucasus – the International Dialogue for Environmental Action. In addition to his full-time work, Raul used to lecture on Introduction to Politics & Political Economy classes at Azerbaijan State Economic University and Khazar University based in Baku. For the last 5 years Raul has worked in the multi-sport event and project management field. He held different positions in PyeongChang 2018 Olympic Winter Games, Baku 2015 European Games & Grand Prix of Europe Formula 1 World Championships.
