Vice President of Clinical Affairs at Blue Cross Blue Shield Association

Dr. Razia Hashmi is Vice President of Clinical Affairs for the Blue Cross Blue Shield Association (BCBSA), a national federation of 34 independent, community-based and locally operated Blue Cross and Blue Shield (BCBS) companies. Today, one in three Americans is covered by the Blue System.

Dr. Hashmi is a strategic public health physician leader with a proven track record of driving population health and health care affordability improvements. Her unique combination of medical expertise and business acumen, coupled with a passion for data-driven approaches and emerging technologies, has consistently delivered clinical excellence, efficiency and profitability.

At BCBSA, she leads the Office of Clinical Affairs, which provides expertise, resources and tools to enable BCBS companies to deliver quality, equitable and affordable care to their members and communities. She oversees a team that develops evidence-based medical and pharmacy policies, executes technology-enabled products and research management, and provides clinical expertise for the BCBS System and external organizations to advance Blue priorities and address emerging medical trends.

Prior to joining the BCBSA, Dr. Hashmi served as Vice President and Chief Medical Officer at Elevance Health (formerly Anthem Blue Cross & Blue Shield), where she led a team of 1,500 associates across 14 commercial and exchange markets, driving health care affordability, clinical quality and population health improvement for over 16 million members. Her previous experience includes leadership roles at Cigna, as well as patient care as a physician, board-certified in family medicine and geriatrics.

In addition to her corporate leadership, Dr. Hashmi serves as a physician surveyor for the National Committee for Quality Assurance, conducting evaluations for managed care organizations.

She holds an MPH. in Health Services Management from Columbia University, along with a medical degree from Jawaharlal Institute of Post-Graduate Medical Education and Research, Puducherry, India.
