Shukria Dellawar is a fellow at the Center for International Policy and consulting for the Afghanistan Study Group, a network of policy experts advocating more emphasis on use of soft power rather than hard power. A former Media Analyst and Cultural Advisor for Camris International and Constrat, Ms. Dellawar served on two separate defense contracts assessing Afghanistan and Pakistan’s open source information environment for US Central Command (2007-11). She provided analysis on terrorism, Taliban insurgency, transnational crime, counter-narcotics, US Coalition military operations, domestic and regional stability, governance, corruption, women’s progress and human rights. Separately, Ms. Dellawar served as a policy expert and led four congressional delegations to Afghanistan on fact-finding missions (2008-11). She has conducted interviews with Afghan policy makers, research organizations, parliament members, former Taliban Commanders, and women’s rights activists, etc. In late 2010, she conducted research on Women’s Economic Empowerment and Linkages to Peace-building in Afghanistan and Pakistan. Ms. Dellawar speaks fluent Dari, Pashto, Urdu and English.
