Stepan was born in Moscow, Russia in 1986. He graduated the International Journalism faculty of Moscow State Institute of International Relations (MGIMO) in 2007 with a major in Public Relations. While still studying he worked as a financial PR specialist at TNK-BP and, after graduation, as a PR manager at Rosneft for 2 years, ahead of the company's IPO on the London Stock Exchange.

In 2008 Stepan started work at a sports PR and marketing agency where he was later promoted to the role of project director. Shortly afterwards he was appointed to the Sochi 2014 Olympics Organizing Committee as a Project Executive, where he has worked for the past 2 years.

In 2009 Stepan founded Hearts of Russia, a national souvenir brand. He is also currently pursuing an MBA at SKOLKOVO Moscow School of Management.
