Senior Adviser, Global Health Policy Center

Todd Summers is a senior adviser to the CSIS Global Health Policy Center, which he joined in September 2012. His primary focus is on international financing for global health, including the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Prior to joining CSIS, he worked as an independent consultant focused on addressing urgent global health challenges. Most recently, he has been working on behalf of the Global Fund Board of Directors as chair of its Strategy, Investment, and Impact Committee. His primary focus has been overseeing implementation of the Global Fund’s new five-year strategy, which he helped author.

Summers has previously served as senior adviser for global health at the ONE Campaign, where he led its global health advocacy work, including an international campaign to raise funding for child immunization programs. From 2005 to 2010, he was senior program officer within the global health group at the Bill & Melinda Gates Foundation. There, he led a team responsible for coordinating engagement with major partners, including the Global Fund, the Global Alliance for Vaccines and Immunization, and UNITAID. Before joining the staff in February 2005, Summers was president of Progressive Health Partners, a Washington, D.C.-based consulting firm specializing in public health policy, which he founded in 2000. From 1997 to 2000, Summers was deputy director of the White House Office of National AIDS Policy. In his personal capacity, he currently serves as president of the U.S. Fund for the Global Fund, treasurer of AVAC, and board member of Haiti’s Matenwa Community Learning Center. He holds a B.A. cum laude in religion from Middlebury College in Vermont.
