Victor Ivanovich Kaluzhny is the Chairman of the Board of Transneft JSC, the 100% state-owned, monopolistic oil transportation company, which controls all of the pipelines in Russia. He also serves as the Deputy Minister of Foreign Affairs of the Russian Federation.

Kaluzhny was born on April 18, 1947. In 1970, he graduated from Ufa Petroleum University and promptly took a position at NGDU "Strezhevojoil" of PO "Tomskoil" of the Minoilprom USSR until 1978. From 1978 to 1980, Kaluzhny served as Senior Engineer of NGDU "Vasyuganoil" of PO "Tomskoil" of the Minoilprom USSR.
