Born on August 25, 1953 - in Moscow

In 1975, he graduated from Moscow Institute of Finance with a degree in international economic relations.

In 1993, he left diplomatic work, in which he had been engaged since his graduation from the institute, to work in the Ministry of Finance of the Russian Federation, in the post of Deputy Director of the Currency Department. From February 1995 to August 1997, he worked as the Deputy Director of the Foreign Credit and External Debt Department of the Ministry of Finance of the Russian Federation. In June, 1997 he was appointed as the First Deputy Chief of Vneshekonombank, Member of the Board of Directors of Vneshekonombank.

In June, 2002, he came to Vneshtorgbank, in the post of Deputy Chairman of the Board.

On May 27, 2004, he was appointed as the Chairman of the Board of Vneshekonombank for a term of three years.

On June, 14, 2006, he was elected as the Chairman of the Board of the Interbank Association (IBA) of the Shanghai Cooperation Organisation (SOC) for a term of one year.

On May 30, 2007, he was appointed as the Chairman of the Board of Vneshekonombank.

On June 18, 2007, he became Head of the State Corporation “Bank for Development and Foreign Economic Affairs" (Vneshekonombank).

On June 19, 2007, he joined the Supervisory Board of Vneshekonombank.
