In 1970 graduated from Dnipropetrovsk Metallurgical Institute with a major in metallurgical engineering, PhD in Technics. Worked as a foreman, chief foreman, deputy head of the reconstruction department at the factory named after Komintern. In 1990-1991 – Chairman of Dnipropetrovsk City Council. Then – First Deputy Head of the Presidential Administration. Since 1998 – First Deputy Minister of the Cabinet of Ministers, First Deputy Government Secretary, State Secretary of the Cabinet of Ministers, Minister of the Cabinet of nisters. In 2003-2004 – Chairman of Dnipropetrovsk Regional State Administration. In 2007 - Minister of Regional Development and Construction of Ukraine.

In March 2010, he heads the Ministry of Regional Development and Construction.In January 2011 Mr. Yatsjuba was appointed to be the Permanent Representative of the President in the Autonomous Republic of Crimea. And since June 2011 he has served as Head of the Sevastopol City State Administration.Member of Parliament of several convocations.
