General Counsel for the National Security Agency & Author of "Cyber Privacy: Who Has Your Data and Why You Should Care"

April Falcon Doss, the author of the award-winning book "Cyber Privacy: Who Has Your Data and Why You Should Care," was most recently the Executive Director of the Georgetown Institute for Technology Law and Policy at Georgetown University before being named General Counsel for the National Security Agency in May 2022.

Before her recent appointment, Doss had a rich history with the National Security Agency, having first joined in 2003. She served as a senior policy officer working on information-sharing issues after the 9/11 attacks. She also managed operational programs and technology innovation efforts and was posted overseas as a foreign liaison officer. Doss also held the position of Associate General Counsel for Intelligence Law.

Between 2016 and 2022, she held a number of positions in the public and private sectors. She served as Senior Minority Counsel for the Russia Investigation in the United States Senate Select Committee on Intelligence and worked in private law practice as a partner at a major U.S. law firm, where she chaired the Cybersecurity and Privacy practice group.

Doss has a strong academic background and has held numerous teaching appointments. Doss graduated magna cum laude from Yale, earned her J.D. degree from the University of California at Berkeley, and holds an M.F.A. degree from Goucher College. Over the years, Doss has taught as a senior lecturer at Georgetown Law School and as adjunct faculty at the University of Maryland and University of Baltimore law schools.

She’s a regular commentator on issues relating to national security, cybersecurity, data privacy, and emerging technologies. Doss has appeared on outlets including CNN, MSNBC, NPR, and CBC, and her articles have appeared in a range of publications, including The Atlantic, The Weekly Standard, Lawfare, Bustle, Just Security, and the Washington Post.
